PURCHASING POLICY #0011

The purpose of this policy is to promote economy, efficiency and fairness in the Library District's procurement of goods and services.  As a governmental entity in the state of Washington, the Stevens County Rural Library District is responsible for having an approved Purchasing Policy.  The Stevens County Rural Library District shall have purchasing procedures and guidelines identifying the processes used to acquire supplies, fixed assets, and services.  There will also be a procedure in place to safeguard, control and account for inventories of supplies and fixed assets. 

 Purchasing includes the acquisition of supplies, equipment, library resources and services. 

 The Library shall purchase and acquire supplies, equipment, library resources and services in such ways as will most assure ease and economy in acquisition. 

 More than one proposal shall generally be sought in acquisitions of supplies or equipment where it seems reasonable to staff that a lower cost or better product can be purchased.   On a regular basis, staff shall solicit proposals, either formally or informally, from more than one vendor in all cases of recurring purchases.

 As a government entity, the Library is subject to the state and federal prevailing wage laws on pertinent contracts. 

 The Library Board of Trustees authorizes the purchase of all fixed assets, whether capitalized or not, with the approval of the Library’s annual budget.

 The Director is authorized to develop procedures to implement this policy.

 The authority of adoption of this policy is RCW 27.12.210
