POLICY ON ANNEXATION
OF INCORPORATED AREAS
TO THE LIBRARY
DISTRICT
The Stevens County Rural Library District Board of Trustees recognizes that cities and towns may wish to annex to the Library District, as provided for in RCW 27.12, rather than to contract for library services.
Therefore, the Board of Trustees will concur with requests from cities and towns to annex to the District under the following conditions:
1. If the city or town has a current interlocal agreement with the District:
a. All financial responsibilities for library facilities shall remain identical to those in the current interlocal agreement.
b. The city or town and the District shall execute an interlocal agreement specifically delineating financial responsibility for facilities before the District approves a resolution of concurrence.
c. If the city or town unilaterally terminates the above interlocal agreement and/or no longer assumes financial responsibility for library facilities, the District has no obligation to maintain a library facility in that city or town.
2. If the city or town has no current interlocal agreement with the District, annexation will obligate neither the District nor the city or town to provide a library facility in that city or town.
3. The annexation will not cause a reduction in the District's regular property tax levy rate, either immediately or in future years, based upon reasonable projections.
