Position Description

 

POSITION TITLE:                  Business Manager

FLSA STATUS:                      Exempt

SALARY RANGE:                  Administrative Staff

POSITION SUMMARY:        Under minimal supervision, ensures all financial operations comply with state auditing requirements & sound financial practices. Plan, organize, and administer all District payroll & fringe benefits,  accounts payable and fund transfer activities.

RESPONSIBILITIES:

 

1.      Preparation of annual financial report for the State Auditor’s Office.

2.      Provide information and supporting documentation to the State Auditor.

3.      Assist with budget preparation and fiscal management.

4.      Reconcile month end financial statement to income and expenditure accounts.

5.      Attends Board of Trustee meetings and assists with taking minutes and preparing final copy for Board approval.

6.      Maintains record retention & records management schedules according to State regulations.

7.      Input and verify payroll, inventory and accounting records; resolve discrepancies and make corrections.

8.      Receipt accounts receivable, prepare bank deposits and resolve and correct discrepancies.

9.      Review cash collections and identify trends, errors and other related problems; assist libraries with resolving related problems; provide training as indicated.

10.  Prepare vendor invoices, identify discrepancies for resolution, and input data for accounts payable.

11.  Administer and interpret employee benefit programs.

12.  Oversee District compliance with federal, state, and local personnel regulations.

13.  Administer and interpret employee classification and compensation issues, in consultation with the Director.

14.  Sort and route mail; photocopy, file and maintain office documents relating to accounts

15.  Perform office-related errands as requested.

16.  Identify and document problems related to office automation to insure effective resolution.

17.  Maintain confidentiality of all privileged and/or sensitive information.

18.  Maintain effective working relationships with District staff and Board of Trustees.

19.  Communicate identifiable problem areas to the Director in a timely manner.

20.  Perform other duties as may be assigned to support the District's mission.

 

SUPERVISION:

Works under the general direction of the Library Director. Exercises no supervision.

 

 

QUALIFICATIONS:

Required

1.      High school graduation or equivalent.

2.      At least one year of related full time work experience. Completion of an accredited training program may substitute for work experience.

3.      Knowledge of office terminology, procedures and practices.

4.      Ability to operate an electronic typewriter, ten-key calculator, photocopier, fax machine and telephone system.

5.      Ability to use a computer and Microsoft Office software programs.

6.      Ability to maintain accuracy.

7.      Ability to establish and maintain organized files and office environment.

8.      Ability to communicate effectively, orally and in writing.

9.      Ability to work effectively with staff and vendors.

10.  Ability to problem solve, use initiative and judgment.

11.  Ability to prioritize work tasks and meet deadlines.

12.  Ability to manage confidential and sensitive information.

13.  Ability to accept and follow instructions.

14.  Ability to travel to various locations around the county, as required.

15.  Valid driver's license and normal risk insurability if using District or personal vehicle for business.

16.  Valid First Aid/CPR certification may be required.

 

Preferred

1.      Related work experience.

2.      Experience using a computer, computer network, and word processing, spreadsheet and database management software.

3.      Experience with payroll and accounts payable.

 

WORKING CONDITIONS:

Normal office and library environments.

Driving in rural areas.

Flexible work schedule.

 

PHYSICAL AND MENTAL REQUIREMENTS:

 

1.   Ability to hear and speak with staff, office visitors, library patrons, and telephone callers.

2.   Ability to sit for extended periods.

3.   Ability to use keyboard and to view computer monitor for extended periods.

4.   Ability to perform repetitive motion tasks using arms and wrists for extended periods.

5.   Ability to travel to District libraries.

6.   Ability to lift and carry boxes up to 40 pounds.

7.   Ability to solve problems, including interpretation, setting priorities, and managing detail and multiple demands.

8.   Ability to tolerate multiple interruptions.

9.   Ability to cooperate and get along with a variety of people.

10.   Ability to work under moderate levels of stress.
